Identification of a component under engine cover

Hi. On my daughter's 2013 Tiguan, there is a component under the engine cover between coil packs 2 and 3 and I can't figure out what it is. It looks to have a vacuum line to it, but there is no vacuum that I can tell (at least at idle). Wondering if it is some type of breather? I have looked...
